WoVG Common Funding Agreement for not-for-profits
The Office for the Community Sector in DPCD is leading the development of a Whole of Victorian Government (WoVG) Common Funding Agreement to reduce administrative burden on Not-For-Profit (NFP) community organisations.
The new Common Funding Agreement will be used by all Victorian Government departments that fund NFP community organisations to deliver services and projects, with departments able to commence working with it from July 2012.
The Common Funding Agreement answers calls from NFP community organisations and peak representative bodies to simplify funding arrangements with government, where current levels of administrative burden often divert resources away from delivering important services and projects.
Much of this burden is due to different agreements being used by government departments, variable quality standards, inconsistent (and sometimes duplicated) data collection and reporting requirements, and use of different systems.
The Common Funding Agreement will greatly reduce administrative burden by supporting commonality, consistency and predictability of funding arrangements between all Victorian Government departments and the NFP community sector.
Who the Common Funding Agreement applies to
The Common Funding Agreement will be used with the following types of organisations that are funded for service delivery or community projects, including capital projects:- Aboriginal community controlled organisations
- Community arts organisations
- Community clubs
- Community service and health providers
- Cooperatives
- Drug and alcohol services
- Industry organisations
- Kindergartens and preschools
- Neighbourhood houses and community centres
- Peak bodies
- Self help groups
- Social enterprises
- Sport and recreation clubs
- Tourism groups
- Volunteer groups
It will be optional for statutory authorities and agencies of the Victorian Government to use the Common Funding Agreement.
