Workforce Capability Tools

The Office for the Community Sector (OCS) has developed the Community Sector Workforce Capability Framework with consultation and assistance from the community sector. This framework will assist Victorian NFP community organisations with the recruitment and retention of staff, performance management and career planning, by listing the skills, knowledge and attributes needed in a wide range of emerging and current job roles in the NFP community sector. The Framework has been designed to help both individuals and organisations.

The Community Sector Workforce Capability Framework was developed with the help of NFP peak bodies, community organisations and individuals within the sector. Hanover Welfare Services and Precision Consultancy were contracted to develop the Framework.

To assist organisations in implementing the Community Sector Workforce Capability Framework Tool Kit, a range of resources have been developed:

The toolkit describes many of the applications for the Framework, and uses typical workplace scenarios, such as how to create a selection criteria for a role.

Workforce Capability Cards - individual layout (PDF 524 kb) , 4 per page (PDF 425 kb) or (Word 1503 kb)
The Capability Cards describe the personal and professional capabilities relevant to working in the NFP community sector, and can be used for a range of human resource functions,including building a job description, providing guidance in performance appraisal and professional development. If you would like to print the cards, we recommend downloading the PDF rather than the Word file.

Workforce Capability Mapping and Feedback Tool

In partnership with Windermere Child and Family Services, the OCS has developed a Workforce Capability Mapping and Feedback Tool – a computer based tool that allows organisations and individuals to map staff capabilities against those listed in the Workforce Capability Framework. It is designed to assist NFP community organisations identify skills gaps and areas for improvement, and allows for employee self-assessment, manager feedback, and 360 feedback.  This free tool is available to download from the Windermere website, along with a user manual that provides step-by-step instructions for its use.
