Draft Plan

Under Section 62B of the Heritage Act 1995 the Executive Director, Heritage Victoria, has prepared a World Heritage Environs Area draft Strategy Plan (the ‘Draft Plan’)  for the Royal Exhibition Building and Carlton Gardens World Heritage Environs Area. The World Heritage Environs Area is an area in the vicinity of the Royal Exhibition Building and Carlton Gardens declared in order to protect the World Heritage values of the Royal Exhibition Buildings and Carlton Gardens.

Please note: The World Heritage Environs Area does not include the World Heritage site itself. A World Heritage Management Plan for the Royal Exhibition Building and Carlton Gardens is being developed subject to a separate process under Section 62O the Heritage Act 1995.

World Heritage Environs Area draft Strategy Plan (the ‘Draft Plan’) sets out:

  • World Heritage values of the Royal Exhibition Building and Carlton Gardens as determined by the World Heritage Committee
  • Strategies for appropriate use and development of the World Heritage Environs Area to ensure that the World Heritage values are protected and managed.

Update 18 April 2008

The public hearing of the draft strategy was held 9 & 10 April 2008. Following the hearing, the Committee sought further information from the Executive Director, Heritage Victoria, in particular a view line study and draft planning scheme controls. This further information once received will be circulated to all interested parties, who will also be given an opportunity to make further comment.

Views and vista analysis 29 May 2008

Attached is further information on views and vistas to the Royal Exhibition Building dome, including;

  • A view line study of the views and vistas available to the dome of the Royal Exhibition Building from Gertrude St, Queensberry St, Spring St and Marion Lane;
  • Commentary on the need for the introduction of height controls to protect the views and vistas, based on the above study;
  • Draft Design and Development Overlay (DDO) controls including design objectives and height controls arising from the study; and
  • Commentary on the need for mandatory as opposed to discretionary DDO controls


Analysis was prepared by Mr Rob Milner of Coomes Consulting Group in the form of the attached report, ‘Royal Exhibition Building: Views and Vistas Analysis’. This submission effectively modifies the Draft Strategy Plan as prepared by the Executive Director under Section 62B of the Heritage Act 1995. This submission does not negate the need for the introduction of new or consolidated Heritage Overlay controls proposed in the original Draft Strategy Plan. The ‘Royal Exhibition Building: Views and Vistas Analysis’ report recommends the introduction of DDO controls with mandatory height limits within the World Heritage Environs Area along Queensberry Street, Gertrude Street, Spring Street and Marion Lane. The purpose of the mandatory DDO controls is to protect the remaining key views to the Royal Exhibition Building dome.

Notification of views and vistas analysis - 1 July 2008

On 19 July 2008 a Directions Hearing was held in relation to the 'Views and Vistas Analysis' prepared by the Executive Director. At the Directions Hearing it was resolved that further notification of those properties affected by the proposed controls in the Views and Vistas Analysis would be undertaken by the Executive Director.

Affected parties have the opportunity to respond to the recommended controls by lodging a written submission by 11 August 2008. Submissions must be sent to Renae Jarman, Heritage Project Officer, Heritage Victoria, PO Box 500, EAST MELBOURNE VIC 3002.

The hearing into the WHEA Draft Strategy Plan will reconvene on 11 & 12 September 2008 to consider the Views and Vistas Analysis and associated recommended planning scheme controls.
