World Heritage Management Plan
Royal Exhibition Building and Carlton Gardens World Heritage Area Management Plan
The Royal Exhibition Building and Carlton Gardens was inscribed on the United Nations Educational, Scientific and Cultural Organisation (UNESCO) World Heritage List on 1 July 2004.The Heritage Act (Vic) 1995 provides for the preparation of a World Heritage Management Plan for listed places. A Steering Committee appointed by the Minister under the Heritage Act is charged with the responsibility of preparing this plan.
A draft Management Plan was prepared in 2011. It was publicly exhibited from June 2011 until August 2011 and submissions were sought from all interested parties. All submitters also had the opportunity to present their submissions to the Steering Committee at a public hearing held in September 2011.
The Steering Committee is currently reviewing the contents of the draft Management Plan, in light of the submissions received. Once any changes have been made, the draft Management Plan will be sent to the Minister for approval. The Minister may either approve the Plan as prepared by the Steering Committee or approve an amended version of the Plan. Copies of the Management Plan, as approved by the Minister, will be made publicly available.

Draft Management Plan
The Management Plan comprises the following Plan and the attachments -
- Royal Exhibition and Carlton Gardens, Carlton, Conservation Management Plan (October 2007, updated June 2008) prepared by Lovell Chen for Heritage Victoria.
- Carlton Gardens Master Plan (May 2005) prepared by the City of Melbourne.
- Royal Exhibition Building and Exhibition Reserve Master Plan (February 2007) prepared by Museum Victoria and endorsed by Museums Board of Victoria.
- World Heritage Environs Area Strategy Plan: Royal Exhibition Building and Carlton Gardens (2009) prepared by Lovell Chen for the Executive Director (Heritage Victoria), modified by the Heritage Council of Victoria and approved with amendments by the Minister for Planning.
