How to apply for a permit

In the first instance we recommend you contact Heritage Victoria to assess whether your works require a permit or may be eligible for a permit exemption. If a permit is required, a pre-application meeting will save you time in preparing your application and will increase the likelihood of it being approved first time. Send preliminary documents associated with the proposed works to heritage.permits@dpcd.vic.gov.au.

Lodging a permit

Heritage Victoria has implemented a system of electronic lodgement of permit applications lodged pursuant to the Heritage Act 1995. Applicants are encouraged to lodge their applications online.

When lodging an application online, the permit application form can be completed and submitted in one session, saved elsewhere for completion later or printed as a blank form. On completion of an online application, an automatic email is sent to Heritage Victoria enclosing the completed application form and any application documents  provided.

Permit application fees can be paid online using a credit card. A reference number is generated for each payment. Applications lodged online will be acknowledged by Heritage Victoria by return email. Applicants who opt to pay later need to be aware that the application will not be processed until payment is received.

As with all permit applications, an online permit application must include an electronic copy of your application documents such as drawings and a heritage impact statement, a current copy of title and any relevant consents including that of the owner and/or the owners corporation.

Where the total size of all documents exceed 7.2 MB, excess documents will need to be sent by separate email or provided on a CD to Heritage Victoria.

A Heritage impact statement should clearly demonstrate both to the Executive Director Heritage Victoria, and other interested parties, that in developing a proposal for a heritage registered place, a clear process has been undertaken that addressed the impacts of the proposal on the cultural heritage significance of the place.
