Construction Contracts Advisory Panel

The Construction Contracts Advisory Panel (CCAP) is a Victorian Government Committee with membership drawn from departments and public bodies responsible for public construction.

CCAP’s terms of reference are set out in the Guides to Ministerial Directions 1 and 2, and include providing advice to the Secretary of the Department of Planning and Community Development in relation to:

  • public construction procurement including tendering and contracting procedures
  • pre-qualification of building and construction industry consultants and contractors for public construction purposes
  • consultant and contractor performance reporting
  • forms of contract and special conditions of contract for public construction
  • identification of best practice opportunities and any other relevant matter

Housing and Building Policy in DPCD works closely with CCAP to improve public construction outcomes, develop suitable forms of construction contract, and provide a focus for communicating with other jurisdictions and the construction industry.

The Executive Director Housing and Building Policy, as delegate for the Secretary, is responsible for managing and administering CCAP.
