About the project

WestLink involves the construction of a new freeway standard road link between east of the Maribyrnong River in West Melbourne and the Western Ring Road in Sunshine West. The project will potentially occur in two stages:

  • Stage 1 would comprise the road tunnel under Footscray and upgrades to Sunshine Road, Dempster Street and Paramount Road.
  • Stage 2 would comprise a freeway standard road connection between the western tunnel portal and the Western Ring Road, Sunshine West.

Assessment Process

Declaration

The WestLink project was declared on 6 July 2010 by the Governor in Council. The project was declared for the purpose of applying the assessment, approvals and delivery powers under the Major Transport Projects Facilitation Act 2009 (MTPF Act). As Project Minister for the project, the former Minister for Roads and Ports appointed Linking Melbourne Authority as project proponent.

Project Proposal

On 28 July 2010, Linking Melbourne Authority submitted the WestLink project proposal to the Minister for Planning for a decision on the assessment pathway.

Assessment pathway

On 11 August 2010, the Minister for Planning determined that a Comprehensive Impact Statement (CIS) assessment process should apply to the project.

Scoping Directions

The Minister for Planning finalised the Scoping Directions for the WestLink project CIS, setting out the range of matters that are to be addressed in the CIS.

Public comment was sought on Draft Scoping Directions.  Submissions received were considered in finalising the Scoping Directions.
