Penshurst Wind Farm
Proponent: RES Australia Pty Ltd
RES Australia Pty Ltd is proposing to construct and operate the Penshurst Wind Farm, which will consist of 223 wind turbines with a capacity of 758.2MW, an electricity transmission line, a connection into the electricity grid and associated infrastructure on land located south of the township of Penshurst in south west Victoria.
Draft Scoping Requirements for the Environment Effects Statement (EES) were on public exhibition between 1 and 21 December 2011. After considering public submissions on the Draft Scoping Requirements, the Minister for Planning issued final Scoping Requirements for the EES on 11 April 2012.
RES Australia has prepared a Stakeholder and Community Consultation Plan that outlines the opportunities for community engagement during the preparation of the EES.
On 8 March 2011, the Minister for Planning decided that an EES under the Environment Effects Act 1978 was required for the proposed Penshurst Wind Farm.

On 13 July 2011, the delegate of the Commonwealth Minister for Sustainability, Environment, Water, Population and Communities also determined that the project was a controlled action and requires assessment and approval under the Environment Protection and Biodiversity Conservation Act 1999 because of potential impacts on listed threatened species and communities (sections 18 and 18A).
In order to avoid duplication of assessment processes, the project will be assessed by the Victorian EES process in accordance with the bilateral agreement relating to environmental impact assessment between the Commonwealth and the State of Victoria.
