Renewing Frankston's city centre

Stakeholder and Community Engagement Feedback Report, November 2011

Frankston City Council and the State Government have commenced planning for a renewed Frankston Activities Area (FAA). Over the next 12 months, they will be leading the review and update of the current plan, the TAFE to Bay Structure Plan (2005).

From 25 July to 2 September 2011, DPCD and Frankston City Council consulted with the community and stakeholders to support the review and update of the plan. The primary purpose of the consultation was to develop a shared vision for the FAA and to understand values and aspirations of the community.

One thousand people from government, business, community service providers, community groups and community members participated in the engagement. Sixteen different engagement activities were delivered over the six-week consultation period including workshops, focus groups, vox pops, an online forum, surveys, interviews with developers and written submissions.
 
Some of the key findings included:

  • Vibrant waterfront: the beachside location was seen as Frankston city centre’s best asset.  However, it was also felt that more should be done to make the most of Frankston’s location on Port Phillip Bay.
  • ‘Learning city’: education facilities in and close to the city centre were seen as key assets.  Building on the educational facilities and promoting Frankston city centre was seen as an opportunity.
  • Frankston’s sense of place: while Frankston was felt to have a compact city centre, many thought that more could be done to improve the amenity and appearance of the streets, shop fronts and public places.
  • Living in Frankston’s city centre: housing in the city centre was felt to be important to encourage greater activity in the city centre and bring more people to the streets and local businesses.
  • Healthy Frankston community: open spaces surrounding the city centre are assets but many felt that more could be done to create better linkages
  • Accessible Frankston: access was seen as important to Frankston city centre’s renewal which included entry points into Frankston at the train station and along the Nepean Highway.
