Planning Permit Activity Reporting System (PPARS)

An Integrated Online Reporting System for Victoria 

PPARS is an online system which supports the automated collection of permit activity monthly returns from 80 Victorian responsible authorities and standardised automated reporting. Data has been collected electronically since July 2007.

The centrally stored data enables analysis to be carried out to inform planning decisions, measure outcomes and improve services. The standardisation of data supports comparative analysis across councils and regions, and enables the creation of customised reports on virtually any data fields or sets.

Trends can be analysed at various levels; by planning scheme, by metropolitan or rural areas, by selected scheme groupings or aggregated to a Victoria-wide picture of planning activity.

Information collected from each council area includes:

  • what the permit applications are for
  • the value of the works proposed
  • how long they take to be processed
  • how many are advertised
  • how many have been referred to other agencies
  • how many objections have been received
  • trends in the numbers of applications and outcomes
  • and much more…
Council officers have access to detailed reports and can design their own custom reports for automatic generation every month.

Data may also be exported and integrated with other planning data for spatial analysis and preparation of detailed maps and interactive displays.

Responsible Authority Requirements documentation (technical guide)

In conjunction with the data dictionary, the responsible authority requirements documentation provides the project and technical guidance to council system vendors to enable them to create a project plan that meets the PPAR objectives, and to write a functional specification to allow their systems to interoperate with PPARS. It defines an XML/Schema which allows the data to be transported from the council system to PPARS.
