Caravan Parks and Movable Dwellings
Caravan parks are an important and valued part of Victoria’s economy, providing accommodation across the state.
To provide for the safety and amenity of people who use them, caravan parks are regulated in Victoria by the Residential Tenancies (Caravan Parks and Movable Dwellings Registration and Standards) Regulations 2010.
These regulations are administered by the Minister for Planning.
The Regulations
The Regulations, which came into effect on 27 June 2010, provide for the health and safety of park users. They also set standards for the construction of park cabins. They do not cover the manufacture of caravans or campervans which, as road vehicles, have separate standards.
These regulations were developed following extensive review and consultation on the existing regulations. Feedback received from community groups, local government and industry representatives has enabled the new regulations to be updated to reflect community interests and modern industry practices.

Guide to the Regulations
DPCD has developed a Guide to Victoria’s Caravan Park Regulations and released an updated version in July 2011. The Guide is designed to provide more detailed explanation of the Regulations and assist stakeholders with their understanding of the Regulations which apply to caravan parks and movable dwellings in Victoria. This version takes account of the recent amendments made to the Regulations.
The guide has been developed with the assistance of stakeholders, including the Victorian Caravan Parks Association, the Country Fire Authority and the Municipal Association of Victoria.

Practice Notes
DPCD has developed two Practice Notes to assist the caravan park industry and councils with their understanding of the requirements for fire safety and the construction and installation of movable dwellings.
The practice notes have been developed with the assistance of stakeholders including the Victorian Caravan Park Association, the Country Fire Authority and the Municipal Association of Victoria.

March 2011 Amendments to the Regulations
On 1 May 2011, The Minister for Planning introduced improvements to Victoria's caravan park regulations to simplify their operation.
The changes streamline the registration process for caravan park owners and for councils and provide greater certainty on the fire safety standards.
They also clarify the administrative arrangements for the transfer of ownership of a caravan park and update the regulations to take account of the new National Construction Code Series.
The amended regulations make the registration process simpler and more transparent.
The improvements to the regulations were identified following consultation with stakeholders, including the Victorian Caravan Parks Association, local government and the Country Fire Authority.

Extension of Registration
Amendments were made on 20 December 2010 to the Regulations to allow councils and caravan park owners and/or operators additional time to complete any outstanding renewals of registration of caravan parks.
These amendments extend the existing registration for caravan parks until 31 December 2011.
