Armstrong Creek: Geelong Planning Partnership

The Geelong Planning Partnership was established in 2008 to support the planning work for the development of the broader Greater Geelong region. The key priority in 2009/2010 is the Armstrong Creek Project.

Background to Project

Geelong is Victoria’s sixth growth area, and of similar size and scale to Melbourne’s five growth areas.

The City of Greater Geelong commenced the planning of the Armstrong Creek Urban Growth Area in recognition of the urgent need for additional residential land supply in the municipality. The urban development of the 2,600 hectares of farming land at Armstrong Creek will accommodate the bulk of Geelong’s growth in the foreseeable future and is one of the City of Greater Geelong’s most important strategic projects.

The Armstrong Creek Urban Growth Plan aims to develop a comprehensive community that is sustainable economically, environmentally and socially and sets new standards in best practice urban development. It is one of the largest contiguous urban developments in Australia and provides the opportunity to apply the most progressive and innovative planning and engineering methods. Armstrong Creek will ultimately accommodate approximately 50,000 to 60,000 people and provide approximately 22,000 jobs.

Planning Partnership

During the strategic planning for the Armstrong Creek Urban Growth Area the City of Greater Geelong recognised the need for Victoria’s sixth growth area to have a similar level of focus and support to the five metropolitan growth areas.

In order to achieve this, the council sought to partner with the Department of Planning and Community Development to establish resources to fast track the planning work and develop new approaches that will guide the creation of sustainable communities. This partnership has resulted in the creation of:

  • A cross-functional project team to provide a dedicated planning effort.

  • The establishment of a Geelong Partnership Broker role to provide a critical link between Council and other areas of Government.

  • The establishment of the Geelong Planning Working Group.

The project draws heavily on the planning frameworks and strategies developed by the Growth Areas Authority for Melbourne’s five growth areas and on contemporary thinking from the Department of Planning and Community Development for creating liveable communities. It is also informed by Council’s planning strategies and policies for the Greater Geelong region, and on delivering the sustainable development goals and principles outlined in the Armstrong Creek Urban Growth Plan – Volume 1.
