Development Contributions

Development contributions are payments or in-kind works, facilities or services provided by developers towards the supply of infrastructure required to meet the future needs of a particular community, of which the development forms part.

Levies can be raised through Development Contributions Plans (DCPs) for a range of State and local government-provided infrastructure including roads, public transport, storm water and urban run-off management systems, open space and community facilities.

The Minister for Planning has announced a review of the local development contribution system to develop a new Victorian system that will be simple to use and underpinned by fairness and certainty for both councils and developers.

Development Contributions Guidelines

The Development Contributions Guidelines provide simple and clear guidance for preparing development contributions plans. They contain a detailed methodology for preparing development contribution plans (DCPs), which can be applied under Part 3B of the Planning and Environment Act 1987.

The guidelines provide:

  • a context for the legislative provisions in the Planning and Environment Act 1987.
  • councils, developers and infrastructure agencies with a clear explanation of the development contributions system
  • practical advice to Ministers, public authorities and municipal councils wishing to prepare and implement a DCP for the purpose of levying development contributions
