Activity centres and structure planning

This practice note explains the function of the Activity Centre Zone, provides guidance on how to apply it and aims to assist councils in tailoring the schedule to the zone to accord with their centre's adopted structure plan.

PN 58: Structure planning for activity centres, April 2010 PN58 (PDF - 238 KB)
This practice note covers the rationale, policy context and possible inputs and outputs of the activity centre structure planning process. It is designed specifically for Principal and Major Activity Centres but can be applied to all types of centres. This practice note supersedes the Structure Planning for Activity Centres practice note dated December 2003.

Licensed premises

PN61: Licensed premises: Assessing cumulative impact, March 2011 PN61 (PDF - 430 KB)
This practice note supports a responsible authority when assessing the cumulative impact of licensed premises and may be used when assessing applications for packaged liquor outlets and certain other premises that may be licensed to sell or consume liquor. 

Parking

PN20: Parking precinct plans, July 2002 (PDF - 422 KB)
This practice note gives guidance on what can be considered in deciding whether to develop a Parking Precinct Plan and the information that can be included in it. It examines:

  • what a parking precinct plan is and does, and whether one is necessary
  • how a parking strategy can be decided, and the contents of a parking precinct plan
  • how a Parking Precinct Plan can be given statutory force, and how it can be monitored and reviewed.
PN22: Using the parking provisions, July 2002 (PDF - 463 KB)
This practice note provides a general introduction to the use of the parking provisions in Clause 52.06. It discusses how parking requirements are calculated, and considers the permits and plans required by the provisions.

Urban Design

PN17: Urban Design Frameworks September 2002 (PDF - 81 KB)
This practice note is a guide to the preparation and use of Urban Design Frameworks. Frameworks are strategic planning tools that set out an integrated design vision for the desired future development of urban places. They translate the broad aims of Municipal Strategic Statements (MSS) and Planning Schemes to practical urban design action at the local level.

Public Transport Land

PN09: Planning Requirements for Public Transport Land, January 2000 (PDF - 42 KB)

This practice note provides:

  • information about the franchise arrangements between the Government and private railway and tram operators
  • information on notification procedures for planning permit applications or planning scheme amendments affecting public transport land
  • guidance on the development requirements for public transport land, including land used for a railway station.

Freeway Service Centres
