Reformed residential zones

New and reformed residential zones for Victoria have been introduced that better respond to present-day requirements and give greater clarity about the type of development that can be expected in any residential area.

On 1 July 2014, the reformed residential zones came into full effect across Victoria. All residentially zoned land is now included in one of the reformed residential zones and the previous Residential 1, Residential 2 and Residential 3 Zones have been removed from the planning system.

Where a council has a local amendment in progress and that amendment had not been gazetted by 1 July 2014, the amendment will continue to progress and the zoning of affected areas may change when the amendment is determined.

Implementation

Councils had a year to strategically apply the new residential zones into their local planning schemes. Where councils were not able to finalise an amendment to implement the new residential zones by 1 July 2014, all land zoned Residential 1, 2 and 3 was transitioned to the General Residential Zone.

A number of councils are continuing to undertake additional strategic work to refine the application of the new residential zones. Contact your local council to see if they have further proposals to apply the new residential zones.

To assist the transition to the new zones, the Minister for Planning established a Residential Zones Standing Advisory Committee to consider submissions and provide advice about amendments to implement the residential zones.

Some councils have asked that the advisory committee review their proposed application of the residential zones. More information is available on the Residential Zones Standing Advisory Committee page.

The tables below list the status of planning scheme amendments prepared by councils to introduce the reformed residential zones.

Metropolitan Melbourne

Amendment VC116 removed the Residential 1, 2 and 3 Zones from the Victoria Planning Provisions and these metropolitan planning schemes: Banyule, Brimbank, Cardinia, Darebin, Frankston, Kingston, Knox, Maribyrnong, Melton, Moonee Valley, Moreland, Mornington Peninsula, Nillumbik, Port Phillip, Stonnington, Whitehorse, Whittlesea and Yarra. 

Land in these schemes that was previously in the Residential 1, 2 or 3 Zone is now included in the General Residential Zone.

  • Amendment V8 to the Victoria Planning Provisions introduced the Residential Growth Zone, General Residential Zone and Neighbourhood Residential Zone on 1 July 2013.
  • Amendment VC100 to the Victoria Planning Provisions and all planning schemes introduced the reformed Low Density Residential, Mixed Use and Township Zones, amended to align with the features of the new residential zones, on 15 July 2013.
  • Amendment VC104 to the Victoria Planning Provisions and all planning schemes introduced transitional provisions into a number of the residential zones on 22 August 2013.
  • Amendment VC116 to the Victoria Planning Provisions and planning schemes, implemented the General Residential Zone into 24 Victorian planning schemes where the reformed residential zones had not been applied and deleted the Residential 1, 2 and 3 Zones from the Victoria Planning Provisions and planning schemes.
