Review of the local development contribution system

The Minister for Planning has announced a review of the local development contribution system to develop a new Victorian system that will be simple to use and underpinned by fairness and certainty for both councils and developers.

The review project

The project will develop a new ‘off the shelf’ schedule based approach for local development contributions. The new approach will set up a range of standard schedules for different development settings across Victoria such as metropolitan growth areas, regional cities, peri-urban areas, urban development areas and possibly other development settings if needed. Council will continue to be able to use the current approach where an ‘off the shelf’ schedule is not suitable.

Stakeholder Reference Group

The Minister has established a stakeholder reference group to provide advice on the development of:
  • the framework and mechanics of the new system - how it will operate
  • the development settings where an ‘off the shelf’ schedule approach might usefully be applied
  • the appropriate content of schedules
  • the best approach to introducing the new arrangements.

The Stakeholder Reference Group includes representation from the following organisations:
  • Municipal Association of Victoria
  • Regional Cities Victoria
  • Peri-Urban Group of Rural Councils
  • Rural Councils Victoria
  • Growth Area Authority
  • Master Builders Association of Victoria
  • Property Council of Australia
  • Urban Development Institute of Australia
  • Housing Industry Association
  • Victorian Planning and Environmental Law Association
  • Planning Institute of Australia
  • Department of Premier and Cabinet
  • Department of Treasury and Finance
