3D Built Form Modelling
The Department has acquired 3D built form modelling software. A model has been developed that covers the City of Melbourne and parts of the City of Port Phillip.
The software is based on accurate GIS data and gaming techniques and is also being used by the Department of Transport (DOT) and the City of Melbourne. The capacity of the model, as well as the number of users, is expected to grow significantly.
The Department's Urban Design and State Planning Services units are utilising the model for a number of functions including:
- strategic planning - calculating density, floor areas and site capacity for projects of State significance
- assessing planning applications, in particular, testing the impact of building heights and setbacks on the surrounding buildings and public realm, including accurate shadow and view line analysis
- determining maximum built form envelopes and other briefing parameters for key sites
- as an ongoing database of planning permits history within the City of Melbourne (grouping in one accessible system permits issued by both the Minister and Council).
The DOT has previously used the model for the Melbourne Metro and Regional Rail Link Projects. The model is also being investigated for use in projects including Flinders Street Station Design Competition, Fisherman's Bend, E-Gate, Richmond Station and the Shrine of Remembrance study.
