Northbank Promenade Redevelopment

The north bank of the Yarra River, west of Spencer Street, has long suffered from a neglected image, largely due to it's perceived isolation from the central city and Docklands.

Since 2000, significant private and public investment projects have seen Northbank develop into a hub of business, commercial and community activities. These projects have raised the profile of Northbank, highlighting the need for further public investment to improve amenity, accessibility and perceptions of safety.

In 2008, the Department of Planning and Community Development (DPCD) received $15.1 million funding over four years to redevelop and complete the public riverfront access and the Capital City Trail. Specifically, works have been undertaken at the World Trade Centre; and to construct a pedestrian/cycling underpass promenade at the Charles Grimes Bridge.


The funding of these two promenade projects complements and supports nearby developments underway at the time including: World Trade Centre redevelopment, ANZ Docklands headquarters, Melbourne Convention and Exhibition Centre, South Wharf and Seafarers Bridge.

In 2010, further public and private development funding supported two additional projects along Northbank:

  • Crowne Plaza Hotel promenade gateway widening redevelopment, a $2.78 million project to widen the gateway to Northbank, jointly funded by DPCD and the City of Melbourne; and
  • North Wharf, a private redevelopment project being overseen by the Department of Treasury and Finance (DTF).

Construction  Details:

DPCD has engaged the City of Melbourne to deliver the World Trade Centre Promenade, Charles Grimes Bridge underpass promenade and Crowne Plaza Hotel promenade projects.
  • The Crowne Plaza Hotel promenade project  includes widening the existing promenade and improving linkages to Spencer Street and WTC Promenade. Construction commences September 2011 and is expected to be completed in March 2012.
  • The Charles Grimes Bridge underpass is anticipated to be complete in late 2012.
  • the World Trade Centre promenade project was opened to the public in March 2010.
