Measuring community strength

Strong communities often share similar characteristics, which can be measured and tracked over time to demonstrate how the community is going and highlight any areas that need attention.

Strong, healthy communities have:

  • strong partnerships and collaboration between the broadest range of community organisations
  • strong local leadership, ownership and control
  • economic, social and environmental assets
  • knowledge and understanding of their community
  • the ability to collectively organise the participation of community members around community issues (such as volunteering), to determine priorities and make the best use of resources
  • local institutions providing governance structures through which action can be organised

Indicators of Community Strength in Victoria


These reports examine 11 indicators of community strength, including feeling safe in the streets after dark, being able to have a say on local issues, volunteering, and having networks of people who can provide support in a crisis. View the indicators of community strength reports.

Victorian Community Indicators Project


The New window icon Victorian Community Indicators Project is a new initiative funded by VicHealth and the Department of Human Services. It is designed to support local governments to develop and use community indicators as tools for measuring health, wellbeing and sustainability and for improving citizen involvement, community planning and policy making.
